The body of a 2-year-old New Jersey girl was found strapped into her car seat and submerged in a river Tuesday just one day after her father failed to return her to her mother after a court-approved visit, authorities and the mother of a witness said.

A manhunt is now underway for Arthur E. Morgan III, who is wanted for questioning in the death of his 2 year old daughter Tierra Morgan.

A group of boys discovered the child’s body partially submerged in a stream in Shark River Park in Monmouth County, New Jersey.

A 15-year-old boy who alerted a park ranger to the body today said the girl was under the water and strapped into her car seat.

The stream runs directly beneath an overpass, suggesting the child and car seat were thrown from the overpass, said county prosecutor Christopher Gramiccioni.

Morgan has been charged with endangering the welfare of a child and interference with custody, authorities said. Those charges were lodged before Tierra’s body was found.

An arrest warrant has been issued for Morgan, and his bail was set at $200,000.
