PORT-AU-PRINCE, Haiti — City parks turned into tent cities, sidewalks were lined with the dead and hotel lobbies were being used as emergency rooms, as the global relief efforts in Haiti were being hampered by severely damaged infrastructure.
On Thursday, authorities shut down the Port-au-Prince airport to all but military flights, freezing efforts by relief agencies to get supplies into Haiti by private cargo planes.
