CLEVELAND, OH (WOIO) – A grand jury has indicted five corrections officers for their involvement in three separate incidents at the Cuyahoga County Corrections Center.

Attorney General Dave Yost announced the indictments on Monday.

  • According to the attorney general, Idris-Farid Clark and Robert P. Marsh were indicted for offenses that occurred on July 16, 2018. Clark is accused of spraying pepper foam at an inmate who was restrained in a chair by Marsh. Marsh also assaulted the inmate, according to the indictment. Clark has been charged with felonious assault, assault, interfering with civil rights, and unlawful restraint. Marsh is charged with assault, interfering with civil rights, and unlawful restraint.
  • Martin Devring is charged with tampering with records, dereliction of duty and interfering with civil rights. Devring’s alleged offenses occurred on Aug. 28, 2018. He failed to secure a portion of the correctional facility and lied in record logs by stating that a prison pod was secure when an inmate was actually inside in medical distress.
  • Nicholas D. Evans and Timothy Dugan were indicted for offenses that occurred on March 22, 2019. Both allegedly used excessive force against in inmate in a restraint chair. The inmate suffered a concussion. Evans is charged with felonious assault, unlawful restraint, tampering with evidence, and interfering with civil rights. Dugan is charged with felonious assault, unlawful restraint, and interfering with civil rights.
