CLEVELAND, OH – Cleveland’s Chief of Police and the U.S. Marshals have arrested a fugitive wanted on an Aggravated Murder warrant.
20-year old James E. Watters of Cleveland was wanted in the October 8th homicide of Tracey Collins.
Cops say Watters and Collins were talking in the 12000 block of Parkhill Avenue on Cleveland’s east side when Watters pulled a gun and shot Collins.
