Councilman Zack Reed wanted to fine anyone caught trying to organize a flash mob but Mayor Frank Jackson disagreed.

19 Action News has learned that the mayor vetoed his measure.

Councilman Reed introduced legislation that targeted people using social media to organize disruptive flash mobs. It was an effort to prevent the kind of chaos that rocked Cleveland Heights in July, when teens went out of control.

Mayor Jackson is worried the ordinance goes too far and punishes people who have no intention of causing trouble.
