EAST CLEVELAND, Ohio — The East Cleveland Public Library reopened Tuesday after being closed because of money problems.

The Cuyahoga County Public Library reported Tuesday that 2009 was a record year for circulation and customer visits, despite reduced operating hours and cutbacks in branches.

The East Cleveland Library voted Tuesday night at its regularly scheduled meeting to temporarily close the East Cleveland Public Library System.
