Mayor Frank Jackson believes in a balanced budget and keeping the customer satisfied. That would be the people who live and work in Cleveland.
And in general, Jackson appears to be an exemplary steward of taxpayer dollars, making the hard choices early enough to avoid even bigger trouble down the line
Even as he tries to reduce a projected $23 million budget shortfall in 2010, Jackson vows that his goal remains the delivery of quality service. But he can accomplish that only if he jettisons the mistaken notion that a sizable staff equates to great service, and instead looks for ways to make Cleveland government shrink in keeping with the city’s population loss.
